About this opportunity

Reporting directly to the Director, Regulation, this role leads the VEC's electoral compliance function, which includes the VEC's regulatory obligations principally under the Electoral Act 2002 (Vic). The Senior Manager, Regulatory Compliance oversees a team of specialist investigators and an intelligence cell and supports the team with their day-to-day work focused on progressing the VEC's compliance, enforcement and regulatory priorities.

This role is pivotal to the successful delivery of State elections and by-elections and is responsible for the end-to-end implementation and evaluation of the VEC's election field compliance model across Victoria. It provides strategic leadership, expert advice and overall project management, ensuring effective deployment and integration with electoral program governance, reporting and issue management frameworks. In addition, the role leads planning, coordination and implementation of Compulsory Voting enforcement activities following all election events.

About the team

The Electoral Integrity and Regulation (EIR) portfolio is led by the Assistant Commissioner, Electoral Integrity and Regulation and encompasses electoral integrity and policy support, legal services and regulatory activities.

The Portfolio is responsible for electoral policy, legal and legislative support functions ensuring high standards of electoral integrity, probity and conduct are maintained. It is also responsible for development, delivery and monitoring of the VEC's regulatory strategy, supported by effective regulatory governance.

The Portfolio, and the Branch within which this position sits, is also responsible for the engagement, liaison and regulatory services for candidates at state elections, political parties and other duty holders, including monitoring compliance with electoral, funding and disclosure obligations, and administration of the register of political parties and candidate nomination processes.

A day in the life of The Senior Manager, Regulatory Compliance

The Senior Manager, Electoral Compliance leads the electoral compliance function of the VEC, which includes regulatory obligations under the Electoral Act 2002. Given the VEC's commitment to constructive compliance, the role enables and supports internal partners to administer their electoral compliance obligations consistently with best practice and drives progress against more complex, sensitive or serious non-compliance matters requiring action by the Electoral Compliance team.

The Senior Manager, Electoral Compliance oversees a team of specialist investigators and an intelligence cell and supports the team with their day-to-day work focused on progressing the VEC's compliance and enforcement priorities.

About you

Demonstrated experience building and leading and managing teams where every person feels valued and supported to succeed.
Demonstrated experience leading the interpretation and application of legal and policy requirements in complex and/or sensitive regulatory compliance environments.
Demonstrated experience translating business requirements into program or project objectives, identifying, and defining scope, managing change, risks and resources, and evaluating success.
Excellent written and verbal communication skills, and the ability to establish, maintain and lead working relationships with diverse groups of stakeholders.
Post-graduate qualifications or commensurate professional experience in law, regulatory compliance, law enforcement, investigations or a related discipline.
