About the role:
The Contract Management Lead is responsible for the leveraging special commercial and Public Private Partnership (PPP) contract management expertise to oversight and build the technical capability of the Department PPP Contract Administration Unit. This Unit manages the transition of contracts from commissioning of major Public Private Partnerships (PPP) health projects to their ongoing contract management.
The Contract Management Lead will ensure that the Contract Administrators applies appropriate specialist commercial acumen and PPP contractual knowledge to effectively monitor the performance of PPP operators in meeting contractual obligations, including through operational reviews, quality assurance, complex data analysis and reporting to ensure contracted services of the respective Project Agreements / Project Deeds are delivered to the required standards.
The successful applicant will have a deep specialist knowledge of best practice PPP project management and administration which can be applied across the PPP program, exceptional commercial acumen and strong demonstrated ability to develop these skills in teams, working with a high level of autonomy and accountability while ensuring practices remain with consistent with High Value High Riskpractices and policies.

About you:
Qualifications:

A tertiary qualification in Law, Commerce, Business, Procurement, Contract Management, Project Management, Construction Management, Engineering, or a related discipline is mandatory.

Extensive experience managing or advising on complex, high-value and high-risk contract portfolios within government, infrastructure, health, construction, or similarly complex environments.

Demonstrated expertise in developing and implementing contract administration, commercial governance and procurement frameworks at an enterprise or sector-wide level.
Specialist Expertise:
-
Contract Administration – a record of achievement in contract administration, financial management and project governance of Public Private Partnerships at a senior level. Experience with major health care projects will be highly regarded.

Specialised expertise in contract administration and commercial governance that is recognised within the profession. The role requires the capacity to develop strategic frameworks and innovative solutions in environments where limited precedents exist and to provide authoritative advice on matters with significant organisational, sector-wide and reputational impact.

Commercial Acumen – strong commercial, strategic and financial acumen across a broad range of infrastructure areas with a comprehensive understanding of the Government operating context as it applies to the infrastructure industry, with demonstrated capacity to work effectively within a politically sensitive context.

High Value High Risk and Public Private Partnership Expertise –significant demonstrable knowledge and understanding of Government's High Value High Risk and Partnership Victoria policy frameworks, including experience in the administration of Public Private Partnership projects.
