Primary objective
Provide expert strategic financial leadership and stewardship of the department’s substantial budget, assets, and capital program. The
Chief Financial Officer (CFO) ensures robust financial governance, compliance with legislative and regulatory frameworks, and delivers
timely, accurate financial advice to support treasury processes, effective decision-making and resource management aligned with the
department’s strategic objectives.
Context statement
The department manages a significant portion of the Territory’s infrastructure assets and oversees a large capital works program, including
repairs and maintenance. The CFO leads a sizeable finance division including office services and works programming and plays a critical
role in navigating complex government financial frameworks, audit requirements, treasury processes, asset management and valuation,
and legislative obligations. Working closely with Department of Treasury and Finance, Auditor-General’s Office, and other key
stakeholders, the CFO ensures effective financial governance and supports the department’s infrastructure delivery within budget and
compliance standards. The role manages a cash budget of ~$1.5B, and program funding of ~$4B over four years, overseeing financial
systems and processes to ensure accurate reporting and risk mitigation, including significant financial and operational change initiatives.
Key duties and responsibilities
1. Provide strategic leadership and management of budgeting, forecasting, reporting, and cash flow aligned with government policies and

departmental priorities.
2. Lead the development and change management of financial systems, controls, and processes, including ledger restructuring and new

reporting frameworks.
3. Ensure the office operational functions and respond to any tenancy issues through liaising with NT Property Management.
4. Oversee asset management financial functions, including valuations, depreciation, recognition of asset costs, ensuring compliance with

accounting standards and government directives.
5. Manage capital and operational budgets, monitor expenditure through provision of reports and escalate identified budget pressures,

to ensure financial sustainability across infrastructure programs.
6. Drive financial governance, risk management, and audit compliance, collaborating with internal and external auditors to address

findings and implement recommendations.
7. Lead, develop, and mentor a high-performing finance team, fostering a culture of accountability, collaboration, and continuous

improvement.
8. Collaborate with the Department of Treasury and Finance, Commonwealth funding bodies, and government agencies to ensure

effective financial coordination and reporting.
9. Provide authoritative financial advice and support to the Chief Executive Officer, Chief Operating Officer, executive leadership, and

Minister’s Office, including representation at government forums and committees.
Selection criteria
Essential
1. Extensive senior executive experience in financial management within large, complex infrastructure or government environments,

including advisory and analytical roles.
2. Highly developed communication and interpersonal skills, with the ability to operate effectively in sensitive political environments,

negotiate, resolve conflict, and positively influence stakeholders during reform and change.
3. Proven experience providing strategic and tactical advice on budget management, including detailed reviews of budget structures and

base allocations to ensure alignment with organisational priorities.
4. Executive-level experience preparing and presenting high-level briefings, reports, and advice on complex financial matters, including

capital works programs and asset management.
5. Expert knowledge of financial statutory reporting obligations, audit processes, and compliance requirements, with the ability to manage

multiple projects, prioritise commitments, and meet critical deadlines.
6. Demonstrated leadership in financial system reforms and embedding robust governance to meet evolving government and audit

expectations.
7. Tertiary qualification/s in a relevant discipline combined with relevant senior executive experience, or equivalent combination of

substantial relevant senior executive experience and education/training.
Desirable
1. Membership of a professional body such as CA or CPA Australia.
