If you are a senior leader who understands the significance of a pause and the importance of contractual claws, enjoys working collaboratively on complex challenges and is motivated to deliver programs of work with visible community impact, you should consider applying for the role of Program Delivery Lead (TAPES).

The Traffic and Parking Enforcement Solution (TAPES) will replace end‑of‑life traffic and parking enforcement assets and reduce regulatory burden through modern, integrated systems and services.

Reporting to the Executive Branch Manager Data, Projects and Improvement, the Program Delivery Lead (TAPES) leads a small team and is responsible for ensuring the TAPES program delivers outcomes that are commercially sound and operationally effective. In delivering these outcomes, the role is accountable for the execution of the program through to the commencement of operations, including establishing new services with external contractors.

To be successful, you will have a track record of delivering projects on time, to scope, and budget, and possess exceptional interpersonal, organisational and communication skills necessary to build rapport with a diverse range of stakeholders. Our ideal candidate is a senior leader with demonstrated experience delivering complex, high-risk customer-focused programs for Government, in collaboration with external contractors.

Eligibility/Other Requirements:

Mandatory:

Positions classified as Infrastructure Manager/Specialist require the occupant to hold recognised qualifications and/or experience in one or more of the following fields:

Engineering – a four-year degree or higher qualification accredited by Engineers Australia or Professionals Australia for recognition as a Professional Engineer (including recognition of equivalent overseas Engineering qualifications) and a minimum of ten years relevant experience in Engineering; or
Architecture – a three-year degree or higher qualification accredited by an Australian State or Territory Architecture authority for recognition as a Professional Architect (including recognition of equivalent overseas qualifications) and a minimum of ten years relevant experience in Architecture; or
Project Management – either:
- a Diploma in Project Management accredited by an Australian State or Territory tertiary education institution (or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia) and a minimum of ten years relevant experience in Project Management; or
- certification by a professional body, such as the Australian Institute of Project Management (AIPM), to the level of Certified Practicing Project Director (CPPD) or Certified Practicing Portfolio Executive (CPPE), in addition to a relevant Degree or higher qualification issued by an Australian State or Territory tertiary education institution (or an equivalent overseas qualification that is eligible for reciprocal recognition in Australia) and a minimum of ten years relevant experience in Project Management; or
- have a least 10 years relevant experience in Project Management.

Desirable:

Experience delivering enforcement, regulatory or public‑facing technology enabled programs;
Experience working in or across transport, municipal or regulatory domains; and
Experience managing high‑risk procurements and commercial arrangements.

Note: This is a temporary position available immediately for 12 months with the possibility of extension.

A Merit Pool will be established from this selection process and will be used to fill vacancies over the next 12 months.
