Primary objective
Assist to plan, develop, coordinate and undertake comprehensive reviews of Northern Territory legislation for the regulation of the
petroleum, pipeline and geothermal energy sectors.
Key duties and responsibilities
1. Undertake high-quality research, analysis and evaluation of policy and legislation relating to energy resource management within the

Northern Territory, Australia and internationally to identify best-practice approaches.
2. Develop and present evidence-based policy advice, recommendations, legislative and regulatory solutions to ensure legislation is fit

for purpose as development of the Beetaloo Sub-basin progresses.
3. Lead aspects of the legislative review, reform and implementation process including progressing relevant amendments through

government deliberative and legislative processes.
4. Produce and assist with high level complex papers, reports, briefings, and correspondence, including public information papers,

Ministerial Briefings, Cabinet Submissions, drafting instructions, speech notes and research papers.
5. Assist to develop appropriate communication strategies and supporting information to facilitate extensive industry and stakeholder

engagement and consultation processes.
6. Plan for, coordinate, and manage stakeholder consultation on the review of relevant legislation, which may include consultation with

Aboriginal land councils, pastoralists, industry, and the community.
Selection criteria
Essential
1. Demonstrated strong research, conceptual and analytical skills, and the ability to critically interpret, assess and evaluate information

and legislation.
2. Demonstrated experience preparing sound policy and regulatory advice, proposing and implementing recommendations and

legislative solutions on a range of broad and complex issues.
3. Demonstrated experience resolving and progressing regulatory issues or strong involvement in the drafting and enactment of

legislation.
4. Demonstrated high-level written, oral and interpersonal communication skills, including the proven ability to communicate complex

legislative issues with clarity and influence, using a broad suite of communication tools.
5. Demonstrated ability to develop and maintain effective relationships across a range of stakeholder groups that have competing

priorities and expectations.
6. Ability to work as a senior member of a small team, with minimal supervision, providing guidance to team members while

demonstrating high levels of personal performance, and the ability to manage significant pressures with competing demands, to
achieve outcomes.

Desirable
1. A relevant tertiary qualification in a field related to the vacancy.
2. Knowledge of, or demonstrated experience in, regulatory frameworks for the energy resources sector.
