ABOUT THE DIVISION
A role in Financial Analysis, Reporting and Management (FARM) presents an exciting opportunity to be part of a team at the forefront of shaping financial management and accounting policy advice to the Australian Government including on its multibillion dollar superannuation and investment funds and the management of the Commonwealth’s Official Public Account (the Commonwealth’s central bank account). This is a unique opportunity to apply and develop a set of skills which are highly valued and sought after in the government as well as in the private sector.

Our work is performed across the following three branches:
Accounting and Frameworks Branch
The Accounting and Frameworks Branch is responsible for supporting Commonwealth entities to meet their statutory budgetary and financial reporting obligations, including responsibility for updating legislative instruments and providing guidance materials and accounting related technical advice to support Commonwealth reporting entities to prepare their annual financial statements. The Branch supports the development of the Budget and Consolidated Financial Statements, and has significant framework role including for accounting policy, budget, and charging. The Branch drives the accounting and finance profession across the APS, focussing on recruitment, attraction, talent and professional development for accounting and finance professionals.
Estimates and Reporting Branch
The Estimates and Reporting Branch is responsible for the preparation of and advice to the Finance Minister and Government on whole-of-government financial statements and other financial information for all annual estimates and actuals updates, including for budget publications. The Branch also produces the annual Consolidated Financial Statements and the Australian Government’s General Government Sector Monthly Financial Statements and provides advice on the Australian Bureau of Statistics’ Government Finance Statistics.
Financial Management Branch
The Financial Management Branch is responsible for appropriation management including arranging annual and special appropriations and maintaining of their records, Commonwealth Cash Management, provision of advice and oversight on appropriations and retainable receipts, foreign exchange risk management, coordination of the development of Budget Paper No. 4, and provision of advice and support for Machinery of Government Changes.
ABOUT THE OPPORTUNITY
We are seeking a talented, qualified (CPA or CA) accounting and finance professional to join our leadership team at the SES Band 1 level.
To be a strong contender for this important and challenging role, you will be forward thinking, self-motivated, resilient and adept at building relationships in a complex and fast paced environment.
You will also contribute to and communicate the strategic direction of the department. Your strong leadership credentials and ability to engender trust and respect will be complemented by sound judgement, a strong focus on results, and the ability to solve complex issues.
You will actively promote the ongoing transformation of the department and driving and implementing reform in a rapidly changing public sector environment.
In addition to this, you will:

Be a steward across the Australian Public Service, including for the accounting and finance profession

Lead a Branch including to determine and be accountable for objectives, priorities, resources and task allocation

Strengthen organisational capability, including through the management and leadership of people

Provide leadership and commitment to significant internal change programs and work alongside colleagues to build and maintain a whole-of-department strategic capability to provide advice on emerging priority issues

Formulate proposals and advice for the Minister / Secretary on policy and management issues which are the responsibility of the branch

Represent the department in high-level discussions and negotiations with key stakeholders / outside organisations, and work closely with the department’s executive

Drive a positive workplace culture by designing and delivering approaches to embed desired behaviours across the organisation.
