About the role:
The Enterprise Bargaining Team is seeking an experienced industrial relations professional to join a small, high-performing team responsible for negotiating and implementing enterprise bargaining outcomes across Victoria Police. The team is responsible for the replacement sworn member enterprise agreement and the Victoria Police components of the Victorian Public Service enterprise agreement.
The Portfolio Manager, Enterprise Bargaining Team provides specialist industrial relations expertise to support bargaining strategy, consultation, negotiation, implementation and workforce reform initiatives. The role forms part of the EBA28 Project, one of Victoria Police's most significant workforce initiatives, which will negotiate and implement the replacement agreement for police members while supporting broader enterprise bargaining activities across the organisation.
Working closely with sworn and VPS team members, the successful applicant will contribute to complex industrial relations matters, enterprise agreement development, bargaining strategy, negotiation activities, workforce policy reform and executive advice. The role provides a unique opportunity to influence future employment conditions across multiple employee groups while working on high-profile organisational initiatives.
The position works with a broad range of stakeholders including senior leaders, workplace relations practitioners, legal advisers, financial specialists, subject matter experts, employee representatives and government stakeholders. The role is suited to applicants who enjoy analysing complex workplace issues, developing practical solutions and providing advice in dynamic and often sensitive environments.

Your duties will include:
- Providing specialist industrial relations advice on complex workplace matters, enterprise agreements and employment conditions
- Analysing and interpreting industrial instruments, workplace policies and legislative requirements to support decision-making
- Supporting the development of bargaining positions, negotiation strategies and enterprise agreement proposals
- Drafting, reviewing and refining enterprise agreement clauses, workplace provisions, policy documents and related guidance material
- Preparing briefing material, reports and strategic advice for senior leaders and project governance forums
- Building productive relationships with internal stakeholders and subject matter experts to identify risks, opportunities and implementation considerations
- Participating in bargaining preparation activities and negotiation processes
- Supporting enterprise bargaining activities for both sworn member and Victorian Public Service agreements, including agreement development, implementation planning and stakeholder engagement
- Supporting consultation, engagement and project activities associated with enterprise bargaining initiatives
- Maintaining accurate records and documentation to support project governance, decision-making and organisational accountability.
About You:
The successful candidate will ideally have the following skills and experience:
- Demonstrated experience managing complex industrial relations matters and providing advice that balances legal, operational and organisational considerations
- Experience interpreting and applying enterprise agreements, industrial instruments, workplace legislation or employment frameworks
- Demonstrated expertise in industrial relations and enterprise bargaining frameworks, including a sound understanding of industrial relations principles, bargaining processes, industrial instruments, legislative obligations and the strategic implications of workplace relations decisions
- Experience drafting, reviewing or developing workplace policies, enterprise agreement provisions, industrial instruments or related employment documents
- Experience in enterprise bargaining, workplace consultation, negotiation processes or the development and implementation of employment-related policy, industrial instruments or workplace agreements
- Well-developed stakeholder engagement skills and the ability to influence outcomes in environments involving competing priorities and interests
- Strong analytical and problem-solving skills with the ability to assess complex issues and develop practical recommendations
- Excellent written communication skills, including experience preparing briefing material, submissions, reports or advice for senior audiences
- The ability to exercise sound judgement when managing sensitive, high-risk or contentious workplace matters
- A collaborative approach and ability to work effectively within a multidisciplinary project environment
- Relevant experience in industrial relations, employment relations, human resources, law or a related discipline, supported by a tertiary qualification and/or equivalent professional experience.

- One (1) x full-time, ongoing position available
- This position is located at Victoria Police Centre, 311 Spencer Street, Docklands
- While primarily based at Victoria Police Centre, the successful applicant may be required to work from other Victoria Police locations from time to time in accordance with operational requirements
- Occasional intrastate and interstate travel may be required to support consultation activities, enterprise bargaining, stakeholder engagement, professional networking and project delivery requirements
- While this is not a shift work position, the successful applicant may be required to work outside normal business hours, including occasional evenings and weekends, during consultation, bargaining and implementation activities

- The successful candidate will be required to undergo pre-employment checks which may include fingerprint checks and misconduct screening
