Primary objective
As a member of the Executive Leadership Team and under the direction of the Chief Executive Officer, the Executive Director Projects is
responsible for providing strategic leadership and oversight of LDC’s project and development portfolio. The role manages organisational
performance, contributes to corporate strategy and leads the Projects Division to drive the delivery of major industrial, commercial,
residential and strategic development initiatives.
Context statement
The Land Development Corporation (LDC) is a Government Business Division responsible for delivering strategic land development
projects throughout the Northern Territory aligned with Government priorities.
Key duties and responsibilities
1. Provide strategic leadership, organisational direction and resource management to build a high-performing, accountable and
collaborative workforce that delivers LDC's objectives.
2. Lead the development and implementation of the project management framework, governance systems and best-practice processes
that support effective and compliant project delivery.
3. Oversee the planning, resourcing and delivery of land development programs to ensure projects are completed in an efficient, cost
effective and timely manner.
4. Build and maintain strong stakeholder relationships while leading consultation, engagement, reporting and communication activities
that support informed decision-making and successful project outcomes.
5. Provide leadership in the delivery of complex procurement, commercial agreements and contractual arrangements to maximise value,
minimise risk and achieve favourable development outcomes.
6. Contribute to executive leadership, strategic planning and policy development by providing high-level advice that supports LDC's long-
term objectives and organisational performance.
7. Represent LDC across government, industry and community forums to promote organisational priorities, strengthen partnerships and
identify strategic opportunities.
Selection criteria
Essential
1. Demonstrated success in providing executive leadership and strategic direction for the planning, governance and delivery of significant
scale, high value and complex residential and industrial property development projects.
2. Proven experience in construction and development contracts, procurement, dispute resolution and financial management, including
the ability to negotiate partnership and delivery agreements with the private sector that maximise commercial return and mitigate
risks.
3. Strong knowledge of relevant legislation, statutory approval processes, governance frameworks, development economics, planning
systems, environmental requirements and contemporary land development practices.
4. Demonstrated ability to prepare reliable and concise executive and government submissions, business cases (including detailed
feasibility analysis), investment proposals and reports that analyse complex issues and communicate clear recommendations on
significant land and property development matters.
5. High level oral and written communication skills with demonstrated success in influencing and negotiating with senior executives,
industry leaders, government agencies, developers and community stakeholders, including an ability to explain complex concepts to
diverse audiences to facilitate mutually beneficial outcomes and development objectives.
6. Demonstrated experience in leading multidisciplinary teams in the delivery of land subdivisions and property developments from
project inception through to completion, including the ability to build organisational capability, drive performance and foster
innovation, accountability, collaboration and continuous improvement.
7. Extensive experience in leadership, executive management, business planning and project financial, contract, asset and resource
management in relation to the delivery of land development projects.
Desirable
1. Tertiary qualification(s) in a relevant discipline combined with relevant senior executive experience, or an equivalent combination of
substantial relevant senior executive experience and education and training.
2. Experience in a public sector commercial and/or property-related environment.
