The Opportunity

The Department of Parliamentary Services (DPS) is seeking motivated and capable professionals to fill three ongoing Parliamentary Service Level 6 positions within the Security Division:

Senior Security Systems Officer
Senior Adviser, Security Capability Governance
Emergency Management Advisor

These roles sit across the Security Enabling Services Branch and Security Operations Branch and play an important role in maintaining the safety, security and resilience of Australian Parliament House (APH). The teams are responsible for supporting critical security capabilities, physical security systems, emergency preparedness arrangements, governance frameworks and operational security functions that protect Parliament, its people, visitors and assets.

Depending on the role, successful candidates will contribute to the administration and assurance of physical security systems, governance and continuous improvement of security capabilities, or the planning and delivery of emergency management and preparedness activities. Responsibilities may include administering Electronic Access Control Systems (EACS), Closed-Circuit Television. undertaking compliance and assurance activities, supporting security capability improvements, providing specialist advice, managing risk and governance processes, coordinating emergency preparedness exercises, and developing security related policies, procedures and training.

These roles require engagement with a diverse range of internal and external stakeholders across DPS and the broader parliamentary environment. They provide a unique opportunity to work within one of Australia's most complex and high-profile security environments, where your work directly contributes to supporting the operation of Australian Parliament.

Applicants may nominate one or more roles for consideration. A merit pool may be established from this process and used to fill similar Parliamentary Service Level 6 vacancies within the Security Division

The successful candidate will ideally possess experience, knowledge or capability in one or more of the following areas:

Physical security systems, including Electronic Access Control Systems (EACS), CCTV and related security technologies.
Security governance, capability development and change management.
Security compliance, audit, assurance and reporting activities.
Emergency management, preparedness planning and incident response arrangements.
Stakeholder engagement and coordination across multiple business areas.
Development of policy, procedures, training materials and operational documentation.
Risk management and security advisory functions.
Analysing information and providing evidence based recommendations to support operational outcomes.

Requirements:

For the Emergency Management Advisor role, a qualification in emergency management, or a willingness to obtain one, is desirable.
The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Senior Security Systems Officer

Duty Statement

Work under limited direction undertake work that is complex in nature, exercising initiative and sound judgement to deliver professional outcomes against established priorities. The duties of the role are in accordance with the agreed standards for Parliamentary Services Officer Level 6, which may include, but are not limited to the following:

Administer the quarantining, viewing and release of Electronic Access Control Systems (EACS), Closed Circuit Television Viewing (CCTV) and audio data from security systems.

Manage the operation and/or administration of physical security systems (CCTV, EACS).

Administer the configuration of electronic access control systems, including consultation with stakeholders, to deliver required outcomes

Conduct electronic security system assurance, audit, and compliance activities to maintain system integrity and operational requirements

Build and maintain effective professional relationships across Australian Parliament House (APH) to support the development, implementation and resilience of security systems.

Actively contribute to team culture and leadership in promoting a positive security culture at APH.

Other duties as required.

Emergency Management Advisor

Duty Statement

Under limited/general direction undertake duties in accordance with the agreed standards for the specified classification. The duties will include, but are not limited to, the following:

1. Liaise and collaborate with internal and external stakeholders, including senior executives and multi agency partners to plan, coordinate and facilitate emergency preparedness exercises and initiatives.

2. Prepare high-quality written Briefs, exercise plans, internal communications, after-action reviews and other documentation in alignment with the emergency management governance framework and in support of the APH Incident Planning and Response Committee (IPARC) priorities.

3. Deliver safety and security outcomes through specialist written advice, by reviewing emergency management exercises, protocols and security infrastructure capability to identify vulnerabilities, risk and suitable mitigations.

4. Identify longer-term strategic and measurable objectives, ensuring continued enhancement and delivery of DPS emergency management and security arrangements in line with the operating environment and national standards, including AS3745.

5. Develop and oversee emergency management training programs, the APH Warden Network and related requirements including content creation, guidelines and awareness initiatives.

Selection Criteria

1. Proven ability to comprehend and adhere to emergency management frameworks, governance and policy instruments and legislative obligations, within a large complex environment.

2. Ability to prepare concise and succinct written Briefing materials, reports and policy documents and to deliver effective well-articulated verbal briefings, advice and presentations to diverse audiences, including senior executives.

3. Demonstrated experience in the design, coordination and delivery of multi-agency emergency management preparedness exercises, or the ability to rapidly acquire these skills.

4. Ability to develop and operationalise emergency management and physical security plans, protocols and procedures in accordance with the local environment and national standards such as AS3745.

5. Established ability to analyse critical incidents and environments, identify systemic risks and provide evidence-based recommendations for remediation, mitigation and continuous improvement.

6. Demonstrated high-level leadership skills with the ability to build and maintain productive working relationships, influence decision-making and collaborate effectively with internal and external stakeholders.

7. The ideal candidate will hold, or be willing to obtain, a nationally recognised qualification such as PAU50120 – Diploma of Public Safety (Emergency Management) or equivalent.

Senior Adviser - Security Capability Governance

Duty statement

Under limited/general direction undertake duties in accordance with the agreed standards for PSL6. The duties will include, but are not limited to, the following:

Undertake stakeholder engagement with security operations personnel and liaising with technical security system specialists to establish change requirements to support the effective operations of the Parliamentary Security Operations Room and Australia Parliament House (APH).

Administer the quarantining, viewing and release of Electronic Access Control Systems (EACS), Closed Circuit Television (CCTV) and audio data from access control security systems.

Formulate balanced recommendations and contribute to issues management in relation to change requests for security capability and systems including fault reporting.

Develop and implement change management processes that supports effective governance of security capability and systems.

Build and maintain effective professional relationships with teams across multiple agencies to support the development, implementation, and continuous improvement of change management processes and procedures.

Actively contribute to team culture and leadership in promoting a positive security culture at APH

Salary

Currently, the salary range for this position is $101,168 - $113,706 per annum.

Conditions of Employment

Employment opportunities at the department are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:

Australian citizenship: Section 22 of the Parliamentary Service Act 1999 requires that employees of the Parliamentary Service are generally required to be Australian citizens. However, if you are not an Australian citizen you may be considered for engagement on the condition that you are able to gain Australian Citizenship within a specified time. Failure to obtain citizenship within the timeframe could lead to termination of employment.
Loss and resumption of Australian citizenship: Under historical provisions of the Australian Citizenship Act 1948 (section 17), some Australian citizens automatically lost their citizenship if they voluntarily acquired the citizenship of another country between 26 January 1949 and 3 April 2002. This loss occurred by operation of law and may not have been known to the individual at the time. Although these provisions were repealed in 2002 to allow dual citizenship, the repeal did not restore citizenship that was previously lost. Individuals who believe they may be affected are recommended to seek advice about resuming their Australian citizenship. Further information, is available on the Department of Home Affairs website.
- Applicants who progress to the offer stage with our department who have been affected by the loss of citizenship as outlined above will be required to demonstrate within a reasonable time that they have resumed, or are actively undertaking the process to resume, Australian citizenship.
Security clearance and character clearance: the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
Health assessment: a pre-employment health assessment will be required where there are physical or medical requirements for the role.
External Work Approval: Employees must seek approval for any paid employment outside the department and declare voluntary activities that could impact their role.
