Human Resources Manager
We are seeking an experienced Senior HR Advisor / Project HR Manager to join our WA team and play a key role in delivering our newly awarded Kwinana Gas Power Generation 2 (K2) Project.
Reporting to the Senior Project Manager, you'll partner closely with project leadership to deliver practical HR and industrial relations support across all stages of the project lifecycle. This is a hands-on role where you'll lead workforce initiatives across recruitment, mobilisation, employee and industrial relations, performance, workforce planning and compliance, helping to build and support a high-performing project team.
This is an excellent opportunity for an experienced Senior HR Advisor looking to take the next step into managing the HR function on a major project, or for an established HR Manager who enjoys working in a dynamic, project-based environment. You'll have the support of an experienced Regional HR Manager while taking ownership of the people function for the project.
Working in a fast-paced construction environment, you'll collaborate with project leaders, corporate teams, clients and employees to deliver practical people solutions that support safe, successful project outcomes. This role will be based in our Perth office with regular site visits.
About the Project
Clough is delivering the design and construction of the Kwinana Gas Power Generation 2 (K2) Project, a new 220 MW gas-fired power station to be built in Kwinana, south of Perth. K2 will provide fast-start, flexible generation capacity, delivering critical backup power that supports the growing integration of renewable energy across Western Australia.

Who you are
You're an experienced HR professional who enjoys partnering with operational leaders, building strong relationships and delivering practical people solutions in fast-paced environments.
You may already be leading HR activities on a project, or you're a Senior HR Advisor ready to take the next step into managing your own project with the support of an experienced Regional HR Manager. You thrive in a hands-on role, are confident navigating employee and industrial relations matters, and enjoy balancing strategic thinking with day-to-day operational delivery.
You bring a collaborative approach, sound judgement and the ability to influence stakeholders at all levels while maintaining a strong focus on safety, compliance and achieving project outcomes.
Your Focus Will Include
- Support the successful delivery of the Project HR Management Plan through practical HR and IR advice across the project lifecycle.
- Provide hands-on leadership across recruitment, mobilisation, onboarding, employee relations, workforce planning, remuneration, training and compliance.
- Lead, mentor and develop a team of five professionals, driving a high-performing and service-focused culture.
- Manage industrial relations activities across the project, including Enterprise Agreement interpretation, consultation processes, dispute resolution and engagement with employees, unions and employee representatives.
- Partner with Project Leadership to provide practical advice on HR, IR, employment legislation and workforce risks.
- Collaborate with Corporate HR functions to ensure consistent application of organisational policies, systems and standards.
- Deliver workforce reporting and insights to support informed decision-making and project performance.
What you will bring to the team:
- Tertiary qualifications in Human Resources, Industrial Relations or a related discipline.
- Demonstrated HR experience within construction, engineering, infrastructure, resources or other project-based environments, supporting large operational workforces.
- Experience partnering with operational leaders to deliver practical HR solutions across the employee lifecycle.
- Experience leading, coaching or mentoring team members, or coordinating HR activities across a project or business unit.
- Exposure to project start-up, workforce mobilisation or large-scale recruitment activities.
- Strong employee and industrial relations capability, including Enterprise Agreement interpretation, consultation processes and supporting the resolution of workplace issues.
- Sound knowledge of Australian employment legislation and contemporary HR practices.
- Experience using HR information systems (SuccessFactors experience is desirable).
- Strong communication and stakeholder management skills, with the ability to build trusted relationships across all levels of a project.
- A proactive, hands-on approach, with the ability to prioritise competing demands and thrive in a fast-paced project environment.
