Coliban Water is embarking on an exciting transformational program of works to deliver Coliban of the Future. This program involves significant investment in people, processes, assets, and technology to ensure we continue to provide safe drinking water and wastewater services, maintain water security, support growing regional and rural populations, and achieve zero net carbon.

Critical to this is the effective delivery of Coliban Water’s commercial, procurement and contract management activities to strengthen Commercial performance, ensuring transparency, value for money, and realisation of intended benefits from commercial arrangements across our stakeholder network.
As Commercial Administrator, the role provides agile support across the full contract lifecycle, from establishing commercial documentation and maintaining accurate contract records, to monitoring performance, analysing data, and assisting in the resolution of commercial issues.
With a strong focus on contractual compliance and commercial insight, the Commercial Administrator ensures that agreements, specifications, and procurement activities are well-governed, quality‑assured, and aligned to organisational policy. The role contributes to improved commercial outcomes by identifying risks, analysing trends, preparing clear and accurate reports, and supporting informed decision‑making.
Working collaboratively with internal stakeholders and external suppliers, the Commercial Administrator helps foster high‑quality commercial relationships, supports consistent commercial practices, and contributes to the smooth operation of the Commercial Services team.
Key Responsibilities:
As our Commercial Administrator, you’ll be accountable for:
Contract Administration
Maintain accurate contract records, registers, and supporting documentation across the full lifecycle.
Monitor key dates, milestones, deliverables, and obligations to enable proactive contract management.
Prepare and quality‑check commercial documents including agreements, variations, scopes, and procurement artefacts.
Manage priority workflows and support smooth delivery of operational and commercial activities.
Contract Governance & Compliance
Ensure all contract activities comply with organisational policy, procurement frameworks, and financial delegations.
Support adherence to probity requirements, record‑keeping standards, and audit expectations.
Escalate non‑compliance issues or risks and support corrective action processes.
Commercial Analysis & Reporting
Analyse contract, supplier, and financial data to identify trends, risks, and improvement opportunities.
Prepare concise and accurate reports, dashboards, and insights that support informed commercial decision‑making.
Contribute to monitoring value‑for‑money outcomes and commercial performance indicators.
Supplier & Stakeholder Coordination
Liaise with internal stakeholders to support consistent commercial practices and effective contract delivery.
Assist with supplier engagement, communication, and issue resolution throughout the lifecycle.
Support continuous improvement by identifying process enhancements and contributing to commercial capability uplift.
About you:
Tertiary qualifications in Commerce, Economics, Accounting, Law or equivalent.
Expert working knowledge and experience in Commercial Management
Significant experience in managing commercial risk and ensuring compliance within complex organisations.
Proven ability to work with multiple stakeholders with strong engagement and communication skills.
Post graduate qualifications as CA or CPA
Desirable:
Experience in the public sector or regulated environments (desirable depending on your organisation).

- Delivers accurate, reliable, and timely contract administration across the full lifecycle.
- Applies strong commercial and analytical capability to identify risks, trends, and improvement opportunities.
- Ensures consistent compliance with organisational policies, procurement frameworks, and delegation requirements.
- Builds productive relationships with stakeholders and suppliers to support effective commercial outcomes.
- Contributes to continuous improvement of commercial systems, processes, and practices.

Salary:
The salary and conditions for this position will be as per the Coliban Water Enterprise Agreement 2021 Band 5 $115,162-$139,851 + superannuation salary range will be offered to the successful candidate commensurate with their skills and experience. This role is a Fulltime Ongoing position.
