Finance Manager

The Role
This is a highly influential leadership role at the centre of financial strategy, business performance and decision-making for the Industry, Trade and Investment (ITI) Group. Reporting to the Deputy Director, Financial and Business Management, you will lead the provision of expert financial, workforce and business advisory services that support government priorities, investment outcomes and economic growth objectives for Victoria. You will provide strategic advice to senior executives on budgeting, forecasting, workforce planning, resource allocation, financial risks and emerging business issues, while leading financial management and reporting functions and driving continuous improvement in financial governance, accountability and transparency. You will also leverage financial, workforce and operational data to develop contemporary reporting and analytics solutions that support evidence-based decision-making, build trusted stakeholder relationships and lead a high-performing, collaborative and customer-focused finance team. The ideal candidate will be a strategic and influential finance professional with demonstrated experience in financial management, budgeting, forecasting and business advisory services within a large and complex organisation, with strong analytical, problem-solving, governance and stakeholder management capabilities.
Main Accountabilities
- Provide expert analysis and advice to senior executives on high-value funding solutions and the financial implications of long-term business initiatives.
- Lead the strategic budget planning process, including preparing forward estimates and identifying funding models to meet strategic goals.
- Ensure all financial activities adhere to the Financial Management Act 1994, while overseeing risk and procurement functions.
- Direct the preparation of complex financial reports, Audit and Risk Committee papers and annual financial statements.
- Build partnerships across departments to influence outcomes and serve as the primary conduit to government on financial reporting and governance matters.
The Team
The position of Finance Manager sits within the Financial and Business Management team within Industry, Trade and Investment Services (ITIS) branch in Industry, Trade and Investment (ITI) Group.
The Industry, Trade and Investment (ITI) Group works closely with businesses locally and globally to grow Victorian jobs, drive innovation and increase Victoria's international competitiveness. It champions Victoria as a destination of choice for trade and international investment, international education and innovation, and supports the development of Victoria's priority sectors, trade activities, productivity and economic growth.
The Industry, Trade and Investment Services (ITIS) branch provides strategic financial management, commercial and risk advisory services, governance and performance oversight, grant program management, service design and continuous improvement expertise, investment facilitation support, and business event and venue services that enable the ITI Group to deliver its objectives.
About You
You will bring resilience and the ability to create a climate that encourages openness, persistence and genuine debate around critical issues, while providing sound explanations and arguments for agreed positions. You will have strong strategic planning capability, ensuring strategic plans translate into operational and team planning and performance processes, together with t he ability to provide subject matter expertise and build the capability of others. You will also demonstrate the ability to facilitate discussions and decision-making on major and complex issues, manage conflict and achieve timely, pragmatic resolutions.

To be eligible for this position you must hold a relevant tertiary degree in Accounting/Finance. A post graduate professional qualification such as CPA or CA would be highly desirable. Experience in Oracle Cloud system and Power BI will be preferable.
