About the role
The Projects Group is responsible for developing, delivering and assuring project-related changes and improvements across the regional rail network.
The Group coordinates, integrates and delivers major projects and network change in a safe, collaborative and innovative manner, enabling V/Line to shape the improvement and modernisation of V/Line’s regional transport service.
The Senior Completions Engineer will support Projects by conducting Completions activities associated with project quality, verification, validation, completion, and handover of the works, and acting as a key point of contact for all Completions obligations.
As well as performing duties specified in this position description an employee may be required to undertake other duties or functions consistent with their classification, capabilities, and skills.
This role requires occasional travel to sites throughout regional Victoria. It’s a great way to get out to the regions and see our beautiful State!"
Position Accountabilities:
Review or develop as required, the lot structure, template and populated completion reports, construction packs, quality lots, inspection and testing plans, quality forms and checklists
Lead the development of project requirements associated with project quality, verification, validation, completion, and as-built documentation of works
Represent V/Line in client and contractor completion meetings, audits, site inspections and reviews
Liaise with the contractors for verification and review of their quality and completion documents
Review or develop as required, project completions and handover plans including for verification and validation of works
Provide training and development of personnel in completions and handover management
Attend completion site inspections and maintain omissions and defects list
Communicate project completions status, identify risks to asset handover and support resolution
Support the development of asset registers for network changes
Progressive review of completions artefacts including liaising with various stakeholders in Projects, Assets & Maintenance and Operations Groups to facilitate endorsement of artefacts
Review Practical Completions report, facilitate Asset Handover and Final Completions

About you
Reporting to the Manager – Project Quality and Completions, the Senior Completions Engineer takes a lead role in ensuring various projects follow V/Line completions and handover processes, delivered on time and to V/Line’s requirements.
Selection Criteria:
KNOWLEDGE, SKILLS, EXPERIENCE and PERSONAL ATTRIBUTES
- Bachelor of Engineering (Civil or Mechanical or Electrical) – Essential
- Significant experience in completions and/or project management within the Rail industry (5-10 years) - Essential
- Tertiary qualification in Project Management / Quality (desirable)
- Chartered Professional Engineer or Institute of Engineers Australia status (desirable)
- Highly proficient in railway technology support or maintenance within an accredited RTO
- Proficient in risk management – Essential
- Demonstrated experience in a similar role working on large construction projects
- Valid Driver’s Licence – Essential
- Ability to prioritise, meet deadlines and plan work.
- Ability to build and maintain effective working relationships with internal and external stakeholders to ensure compliance to V/Line requirements. - Essential
- Ability to encouraging process owners to change/adopt practices that are more closely aligned with best practice quality, risk, compliance principles and achieving positive cultural change.
- Ability to meet the demands and timelines of multiple projects whilst ensuring project schedules are met – Essential
- Ability to maintain effective engagement with the project and business throughout the project lifecycle in an environment where there are high levels of activity
- Ability to mentor and train junior engineers and project teams in completions activities, and be a champion for the Quality & Completions activities within V/Line
