Primary objective
Provide strategic analysis, policy advice and reform recommendations to improve custody to community pathways and support
effective prisoner progression and reintegration outcomes across the custodial lifecycle. Lead continuous improvement through
identifying systemic barriers, analysing complex issues and influencing coordinated cross-agency responses.
Key duties and responsibilities
1. Analyse departmental data, operational practices and service systems to identify systemic barriers affecting custody to
community pathways, prisoner progression and release outcomes.
2. Develop evidence-based policy options, strategic advice and reform recommendations to improve custody to community
pathways and support safe and sustainable release outcomes.
3. Design and develop frameworks, models and strategic approaches to support departmental policy, operational improvement
and system reform initiatives.
4. Influence and collaborate with stakeholders across justice, health, housing, disability and community sectors to address
complex system issues and improve service integration and coordinated responses.
5. Design targeted and culturally responsive strategies to improve outcomes for priority cohorts.
6. Develop monitoring and evaluation frameworks to assess and report on system performance, reform initiatives and custody
to community outcomes.
7. Identify emerging risks, trends and opportunities to continuously improve custody to community pathways.
Selection criteria
Essential
1. Demonstrated experience in policy development, system analysis, program evaluation, service system reform or a related
strategic advisory role.
2. High-level conceptual, analytical and problem-solving skills, including the ability to interpret complex information and develop
practical, evidence-based recommendations.
3. Demonstrated knowledge of and experience in the criminal justice system, including custodial operations, sentencing, bail and
parole frameworks, and factors influencing prisoner progression, release and reintegration outcomes.
4. Highly developed written and verbal communication skills, including experience preparing executive-level reports, briefings
and advice.
5. Proven ability to build relationships, influence stakeholders and achieve outcomes across organisational and agency boundaries
in complex environments.
6. Demonstrated understanding of Aboriginal communities, cultural considerations and culturally responsive approaches,
together with the ability to work effectively with vulnerable and diverse cohorts.
7. Demonstrated ability to manage competing priorities and deliver high-quality outcomes in politically, operationally and
strategically sensitive environments.
Desirable
1. Qualifications in criminology, law, social policy, public administration, social work or a related field
2. Knowledge of disability, mental health and trauma-informed approaches in justice or community service environments.
