The Role
We are seeking an experienced ICT Change Manager (CHMG 3) to support the governance, coordination, and implementation of technical ICT changes across Defence enterprise environments.
This is a hands-on governance role focused on managing and improving change and release processes, ensuring all modifications to production systems are appropriately assessed, authorised, communicated, and implemented with minimal disruption to operational services. The role focuses on technical ICT infrastructure, application, and platform changes rather than organisational change management.
You'll work closely with technical teams, service managers, and governance stakeholders to ensure compliance with Defence change management and service transition frameworks.
Key Responsibilities
- Coordinate and administer ICT Change Management processes across the Defence Protected Environment (DPE) and Defence Secret Environment (DSE).
- Review, assess, and manage Requests for Change (RFCs), evaluating technical risk, business impact, readiness, rollback planning, and approvals.
- Ensure changes are correctly categorised, prioritised, documented, and scheduled within approved ITSM tools.
- Plan, coordinate, and facilitate Defence Change Advisory Board (DCAB) meetings, preparing agendas, risk assessments, and governance materials.
- Coordinate release activities and schedules across delivery teams to minimise service impacts and align with approved change windows.
- Monitor compliance with Defence ICT governance and escalate high-risk or non-compliant changes.
- Liaise with engineers, project teams, security teams, and stakeholders, coordinating communications and status reporting.
- Identify opportunities to improve change management maturity, efficiency, and compliance.
What You'll Need
- Demonstrated experience managing ICT Change and Release processes in complex enterprise environments.
- Experience coordinating Change Advisory Board (CAB/DCAB) meetings and governance activities.
- Strong understanding of ITIL Change and Release Management practices.
- Experience assessing change risk, readiness, rollback planning, and operational impacts.
- Ability to coordinate multiple concurrent changes and releases.
- Strong stakeholder engagement, ITSM, documentation, and reporting skills.
Desirable Skills
- Experience supporting Defence, National Security, or other highly regulated environments.
- Familiarity with the Defence Protected Environment (DPE) and Defence Secret Environment (DSE).
- Exposure to secure ICT, infrastructure, cloud, networking, or enterprise applications.
- ITIL Foundation or higher certification.
Security Requirements
- Current NV1 Security Clearance (mandatory).
- Ability to maintain clearance eligibility throughout the engagement.
