Court Services Victoria provides corporate services and facilities to support the performance of the judicial, quasi-judicial and administrative functions of Victoria's courts and tribunal, Judicial College and Judicial Commission.
Collectively, Victoria's Supreme, County, Magistrates', Children's, and Coroners courts, the Victorian Civil and Administrative Tribunal (VCAT), the Judicial College of Victoria, the Judicial Commission of Victoria, and Court Services Victoria (CSV) are referred to as the ‘Courts Group'.

About People Services
People Services is a specialist function within CSV that provides strategic and operational human resources services across the Courts Group. Key functions include Health, Safety and Wellbeing, Workplace Relations, People Advisory Services and Talent Acquisition, People Partnering, Leadership, Capability Development and Strategy, Judicial, Member and Executive Services, Payroll, Systems and Reporting. The Executive Director, People Services leads the function and is a member of the CSV Executive.
About the role
This position is part of the People Services team and is dedicated to supporting the Victorian Civil and Administrative Tribunal (VCAT).
VCAT provides fair, accessible and low-cost justice for the Victorian community. As one of the largest tribunals in the world, VCAT resolves more than 75,000 cases each year across a broad range of jurisdictions, including residential tenancies, planning and environment, consumer and building disputes, guardianship and administration, professional regulation and human rights.
Working alongside another People Partner dedicated to VCAT's VPS workforce, this People Partner role is dedicated to the Member portfolio. The role works closely with the Strategic People and Member Partner to provide strategic and operational people partnering across VCAT's member workforce.
The role partners with Heads of Division, Deputy Heads of Division and member leaders to support the delivery of initiatives across the member lifecycle, including recruitment, onboarding, capability development, professional development, workforce planning, performance and capability, wellbeing, succession planning and reappointments.
Working collaboratively with the VPS People Partner and specialist teams across People Services, the role contributes to organisational initiatives, governance activities and strategic projects that strengthen member capability and support VCAT's strategic objectives.
The role provides expert advice on member workforce matters, builds trusted relationships with stakeholders and supports the implementation of VCAT's people strategy across the member portfolio.
Key accountabilities include:
- Partnering with Heads of Division, Deputy Heads of Division and member leaders to provide advice across the member lifecycle.
- Leading the implementation of member workforce initiatives, including recruitment, onboarding, capability development, professional development, performance and capability, wellbeing, workforce planning, succession planning and reappointments.
- Partnering with member leaders to identify workforce capability requirements, succession risks and development opportunities that support current and future organisational needs.
- Building strong and effective working relationships with member leaders and collaborate with the VPS People Partner and specialist teams across People Services to deliver integrated people solutions and strategic initiatives.
- Supporting the implementation of VCAT's people strategy and orga nisational workforce initiatives across the member portfolio.
- Preparing reports, executive briefs, governance papers and workforce insights to support executive decision making, governance and strategic planning.
About you
- Demonstrated experience in HR or people partnering within a complex organisation.
- Demonstrated experience partnering with senior leaders to deliver workforce planning, organisational capability and a wide range of people initiatives.
- Experience across several specialist areas of HR such as workforce planning, capability, leadership, organisational development or performance initiatives.
- Highly developed written communication skills, including the preparation of executive briefs, reports and governance documentation.
- Tertiary qualifications in Human Resources or a related discipline, or equivalent experience will be highly regarded.
