Water Corporation

The culture still retains many elements of the public service days (the Water Authority was corporatized in 1996), with regard to developing and retaining staff.  Highly skilled senior technical staff are happy to spend time helping junior engineers develop, and there are opportunities to rotate into a broad range of areas throughout the Corporation, which is encouraged.
Its history and state government ministerial scrutiny have led to extremely well-developed business systems.  Far from the bureaucratic nightmare I was warned about, the systems were straightforward to use, sensible, and easily revised through a quality management system.  The logistics and tendering processes are transparent and verifiable, with repeatable assessments for things such as local content preferences.
It has an excellent safety culture, putting what I have seen in the oil & gas industry to shame.
There was a range of flexible working arrangements available, from the purchase of up to an extra 12 weeks of annual leave to a 5-year programme that allowed one year off at the same salary after four years at 80% of the nominal rate.
The history of a unionized public sector means that long-term clerical staff are paid very well, comparable to technical staff.
Sadly, management now sees the Corporation as a management company, rather than a doing company, and the business strategy is to outsource as much as possible (despite the poor outcome of this at the Department of Main Roads and other utilities).  Consequently, they are far less interested in retaining staff and have adopted policies and workplace agreement negotiation tactics to reflect this, resulting in strikes by engineers, something almost unheard of.

During my time I started as a basic Personal Assistant, managing one director's calendar and supporting their team of 75 project managers with, one of the largest projects constructed in Western Australia. After 2 years I was promoted in to the Supervising Personal Assistant role becoming the front of house face and first point of contact. Due to my willingness to take on new challenges and further develop my skills, I gained a highly respected reputation particularly because of my eye for detail in our Priority One documents (information requested by the Minister for Water in Western Australia). The role also involved being in charge of a team of 5 personal and administration assistants. 

I regularly liaised directly with Managers being supported and their teams to ensure the best services was provided at all times. Leading to the establishment of knowledge sharing catch up meetings with the Personal and Administration team.

I have worked for a contractor at the Water Corporation for almost 5 years. It was a great place to work, however the new contractors took over at Swan Water in Balcatta and decided to move the Schedulers to Canning Vale. Unfortunately driving an hour and a half each way was something I was unable to do. That was the reason I had to resign.
A typical day at work was go go go as soon as you walked in the door. I love being busy ... when others would stress I would calmly take over the reigns and tell them to get a coffee.
I am a good worker with knowledge in Sap and Grange and was doing the job of 2 people. I am a very hard worker and enjoy the challenge to do better. I was the first port of call from the Operations Centre in Leederville so most of the girls / guys know who I am and how I work.
Most days I would end up working back (without pay ) to assist the supervisor taking over the night shift.. My work ethics stop me from leaving if I feel I have not finished my job and assisting the supervisor to me was part of that.
I have a pleasant phone manner and am able to deal with difficult situations with calm.

People in middle management are reluctant to take responsibility especially where it may effect their pensions. Hence,there is a cultural of middle management avoidance in meeting compliance responsibility especially where the requirement is required in speaking up and drawing attention to senior management about meeting compliance requirements of contractors, infrastructure, plant and equipment and safety of members of staff. 

A pragmatic approach is applied and taken when convent but, always by a view of middle management on how the reporting of any compliance breach in how it will effect a persons pensions if they report the compliance breach to more senior management. A culture of  avoidance not to 'rock the boat' better to say nothing, report nothing, comply with minimal compliance with any ever eye on one's pension.

What the executive sets is not necessarily interpreted the same at middle management level as been pragmatic, possible or even practical if, it has an outcome that it may effect middle management pension out comes.

The Water Corporation is the Water Utility of WA headquartered in Perth City. All field personnel required Manual Handling (MH) training upon commencing work with the company, as well as a refresher interval of every 2 years. MH training and Manual Task Risk Assessments (ManTRAs) needed to be delivered and documented to all field personnel to ensure compliance with Corporate training requirements. I successfully carried out my core roles: 
Developed and delivered 50+ 2 hour MH training presentations to operational personnel across the Perth metro and regional/district depots, 
Conducted 100+ participative ManTRAs with operational personnel to assist them in managing and reducing risk of MH incidents and injuries. 
Documented reports of ManTRAs, tracked corrective action items to closure, provided lessons learned to key H&S stakeholders state-wide, 
Provided office ergonomic assessments in the Perth headquarters
Covered those regions/districts delegated to other team members as required.

Bad planner in water corporation, I give good advice and suggestions but they never want to change.

What is the most stressful part about working at the company?
Many of their water meter that is hard to find can be improve with my suggestion but they don't want to change. So it remains hard to find forever. Many route plan make you walk back to your car without reading meter, I have good ideas that can solve this problem but they don't want to change.

What is the work environment and culture like at the company?
Their bad culture that pass down from many years ago is they just don't want to change, they just wanted to remain the same, especially the senior staff in the office.

What is a typical day like for you at the company?
Encountered the same problems days by days because they don't want to make the changes.

Typical govt utility which preaches more than it practices. Highly congested in regards to getting anything done, very very slow to innovate and move forward to doing things better, more cost effective etc. Way too many people in leader or manager roles which creates huge issues with information sharing, consistency in operation which leads to issues. Nepotism is rife, and HR are hopeless.

As Contracts Superintendent my role was to act as independent arbiter between Principal and Contractor, and to manage the planned construction schedule of building the pipeline. Duties also included ensuring contractor adhered to agreed OSH guidelines onsite and complete daily toolbox meeting planned activities. Other duties included assessing monthly claims and variations, approving amending or rejecting payments, resolving contractual disputes between parties and ensuring the projects (3) were completed on time and within approved budget.

Worked there for a long time, but I don't have a Govt employee attitude. I took every opportunity to learn and it got me into much better paying positions as a contractor.

I hate the way they treat long term employees. It is awful. People who have worked there 30 plus years get made redundant and walked out the door.

I benefited greatly by working there, but the attitude to employees is sickening. Imagine working there for 30 plus years and being escorted  out  as if you are a criminal. Didn't happen to me but I know of several cases where it did.
